Operators of storage hydropower plants are required to contribute to the establishment of the hydropower reserve in return for a pre-determined, proportionate flat-rate compensatory payment. The hydropower reserve is established through a proportional allocation by ElCom of the required energy volume among the storage power plants. It is redefined each year in preparation for the coming winter. The hydropower reserve is managed by the national grid operator Swissgrid.
