Legal basis

The Winter Reserve Ordinance regulates the establishment of a hydropower reserve and the provision of a thermal reserve by 2030.

With the draft legislation on the electricity reserve, the Federal Council and Parliament have set in motion the legal establishment of a hydropower reserve, a thermal reserve comprising backup power plants, emergency generators and combined heat and power plants, as well as a demand side balancing reserve.

The implementing provisions for the revision of the Electricity Supply Act (electricity reserve) at ordinance level are set out in the Electricity Reserve Ordinance.
