FAQ – Wind Energy Guichet Unique

• Who can contact Guichet Unique?

  Anyone with a question about wind energy in Switzerland can contact us. However, this central contact point was primarily set up to coordinate opinions and permits relating to wind turbines at a federal level. Its main customers are therefore project developers and cantonal and communal authorities.

• Is Guichet Unique a lead authority?

  No, it is not a lead authority within the meaning of Article 62a of the Government and Administration Organisation Act (GAOA).

  If differences of opinion arise between the various federal agencies, Guichet Unique can facilitate dialogue. The aim of such mediation is to share information and find solutions. However, the federal agencies legally responsible for the matter retain their decision-making powers.

• Does Guichet Unique also coordinate cantonal procedures such as structure planning, land use planning, environmental impact analyses and building permits?

  No, the introduction of Wind Energy Guichet Unique does not involve a transfer of powers between the federal and cantonal authorities. The cantons remain responsible for their own planning and approval procedures.

• Do I have to apply for all the technical assessments for a preliminary project at the same time?

  In principle, each technical assessment can be carried out individually. However, where possible, we recommend applying for technical assessments for preliminary projects in batches, particularly those carried out by MeteoSwiss, the FOCA, Skyguide and the DDPS.

• Who is responsible for implementing support measures relating to wind energy?

  Pronova is responsible for the following: feed-in remuneration at cost; the feed-in remuneration system; investment contributions; the sliding market premium).
