The principle of user pays applies with respect to the disposal of radioactive waste: in other words, those who produce radioactive waste are required to bear the costs of its disposal. Nuclear power plant operators are responsible for the disposal of the waste produced by their facilities, while the federal government deals with nuclear waste from the medical, industrial and research sectors. Disposal costs that arise during the operating phase of nuclear power plants are covered by the operators on an ongoing basis. After this phase, disposal is financed by the Decommissioning Fund and the Disposal Fund. These funds accumulate revenue through the annual contributions of the plant operators.
