On 1 March 2024, the Federal Council adopted the dispatch on amendments to the Electricity Supply Act, the Energy Act and the CO2 Act for submission to Parliament, with a view to enshrining the electricity reserve in law. The electricity reserve is made up of a hydropower reserve, a thermal reserve comprising backup power plants, emergency generators and combined heat and power plants (CHP plants), as well as a demand side balancing reserve. Following detailed deliberations on the bill (24.033), Parliament adopted amendments to the Electricity Act, the CO2 Act and the Energy Act on 20 June 2025.
