The Federal Electricity Supply Act, which was adopted by Parliament in 2007, provides for an opening of the market in two stages. In the first five years (2009 to 2013), end users with an annual consumption of more than 100,000 kWh have access to the market. After this period, households and other small-scale consumers will be able to freely choose their electricity supplier. Full market liberalisation will be introduced on the basis of a federal resolution, which will be subject to an optional referendum. The high-voltage network has to be operated by a national operator (swissgrid) with a majority Swiss holding.
