Revision of the Federal Electricity Supply Act

In February 2014 the Swiss Federal Office of Energy (SFOE) began revising the Federal Electricity Supply Act (ESA), in order to bring it into harmony with the 2050 Energy Strategy.

The aim of the revision is to close existing gaps in the law and to assess new regulations in the light of changes in the electricity sector environment. Because the act is of such importance, SECO and the SFOE will conduct an in-depth regulation impact analysis.

The work on revising the ESA is being undertaken under the topic areas: pricing policy (especially further development of the grid usage model); incentive and quality regulation; market design (incl. regulation of system services and storage); grid aspects (in particular smart grid regulatory requirements, incl. measurements and site networks). In addition, specific aspects are being addressed, in particular legal issues.

It is also necessary to establish what adjustments need to be made to the Swiss electricity market system to ensure security of supply in the long term, and which measures can be taken to improve the efficiency of the electricity market. A complete deregulation of the electricity market is closely related to electricity market design and is therefore addressed in the context of market design after 2020, which also forms part of the revision.  

Since summer 2014 external stakeholders have also been involved in a monitoring group (ESA working group). A consultation process on the revision is due to be conducted by the end of 2018.
