Cantons and municipalities

In addition to energy legislation, the federal government and cantons have a specific and directly effective instrument for implementing their energy and climate objectives: the SwissEnergy programme. But they will only be able to achieve their goals if the existing measures are reinforced and supplemented, and co-operation between the federal government, the cantons and the economy is continually intensified.

The cantons contribute by means of a modified strategy for the buildings sector. Cantonal energy legislation is currently being co-ordinated on the basis of model cantonal provisions in the buildings sector ("MuKEn"): 23 cantons have already adopted the basic MuKEn module into their energy legislation.

The cantons are also searching for joint measures for a sustainable energy supply, energy planning and energy-efficient mobility. However, in most cantons the necessary legal basis is lacking for the implementation of measures in the areas of electricity (SIA standard 380/4, use of energy-efficient appliances, energy label, etc.), transport (motor vehicle tax based on fuel consumption), and inclusion of external costs (energy price surcharges for cantonal projects).

The third main pillar of cantonal energy policy (alongside legal and voluntary measures) concerns the promotion of efficient use of energy, waste heat and renewable energy. However, exploiting the major efficiency potential associated with the modernisation of buildings and the potentials of renewable energy will only be possible with the aid of incentives. In all, the cantons have a total of around 58.1 million Swiss francs (including 13.3 million Swiss francs in global federal subsidies and funds brought forward from last year) for direct and indirect promotional measures. The legal and financial (budget) prerequisites for a cantonal promotion programme currently exist in 22 cantons.
