Functions and duties

The Federal Pipelines Inspectorate (FPI) is the supervisory authority for all pipeline systems that are governed by the Swiss Federal Pipelines Act. It is specifically responsible for the supervision of oil pipelines outside of industrial and tank facilities, and for gas pipelines with a maximum permissible operating pressure above five bar. It fulfils this function in Switzerland and the Principality of Liechtenstein.

The FPI is not responsible, however, for all other pipelines such as those within industrial facilities and those intended for the transport of substances other than hydrocarbons.

In accordance with the Swiss Federal Pipelines Act, the specific mandate of the FPI concerns the technical supervision of pipeline systems for the transport of liquid and gaseous combustibles and motor fuels. Its duties are as follows:

  • Assessment of pipeline projects in formal licensing procedures
  • Assessment and approval of detailed plans
  • Inspection of pipes, accessories and fittings
  • Supervision of pipeline construction
  • Periodical supervision of pipeline operation
  • Approval of construction projects of third parties
  • Advising operators on the interpretation and application of ordinances, technical regulations and legal provisions governing pipelines
  • Formulation of regulations
  • Participation in specialised committees
  • Keeping statistics relating to damage
